The Director of Facilities Asset Management oversees, plans and monitors the overall mechanical, electrical, instrumentation, and buildings maintenance support for the three (3) LRWRA water reclamation facilities, peak flow attenuation basins, 30 plus pump stations and administrative facilities. Leads, manages and supports the department’s Supervisors and Asset Management Administrator to improve organizational productivity and internal customer service.  This position has several crucial roles; dissemination of all LRWRA safety, personnel and financial policy and procedural requirements; utilization of asset management systems to ensure pumping and process equipment is available when needed to meet the permit requirements; preparation and execution of the annual departmental budget; coordination of Facilities Asset Management functions with other departments, as well as outside agencies; participation as department liaison for facility related capital projects. 

The Director of Facilities Asset Management is a member of the Little Rock Water Reclamation Authority Executive Team.  In that capacity, will help develop the overall strategy for the organization including long term planning, employee compensation, corporate policies and performance indices for establishing and measuring financial and service-related goals.

Starting range $92,063-$131,519 depending upon experience.



Examples of Duties


  • Provides leadership and direction for the Instrumentation Supervisor and Facility and Maintenance Supervisors and oversees the overall operation of the Facilities Asset Management Department. Establishes goals supportive of the utility objectives and permitting requirements.
  • Promotes, supports and monitors the use of the available asset management systems within all LRWRA departments and provides updates to the Executive Staff. 
  • With the support of the Asset Management Administrator, utilizes all resources available including asset management software to ensure all facilities are available when required.
  • Oversees the hiring and training of a diverse and inclusive workforce to meet project objectives. 
  • Approves any Supervisor request for scheduled and unscheduled overtime or on-call status.
  • Provides recommendations as to the best utilization of outside contracting versus in-house performed fabrication and repairs.
  • Monitors project performance by internal staff, evaluates and makes suggestions to continuously improve effectiveness and efficiency. 
  • Continuously monitors quality performance measures and solicits input from internal customers related to the quality of work being performed by Facilities Asset Management personnel.
  • Through proper planning and budgeting, ensures appropriate vehicles, equipment and tools are provided for efficient completion of work by the department.
  • Prepares reports and presentations related to department as required.
  • Identifies and monitors completeness for the appropriate records required to properly document the actions of the department.
  • Participates in the development and/or approves new or modified department procedures and LRWRA policies. 
  • Reviews monthly budget comparisons to ensure expenses follows forecasts.
  • Works closely with human resources to document all corrective action to address policy violations and disciplinary issues.
  • Attends training and reviews trade publications to stay informed on improved maintenance methods and materials, equipment innovations, and the use of information technology.
  • Follows and communicates established policies and procedures
  • Follows and communicates safety practices and guidelines.
  • Undertakes any reasonable request within capabilities that is for the good of the community and the utility.

Typical Qualifications

LEVEL OF SUPERVISION RECEIVED (minimal, regular, general, daily):

Minimal Supervision Required


Direct supervision of a total of three (3) Facilities Asset Management Supervisors, one (1) Instrumentation Supervisor and one (1) Asset Management Administrator.  Indirect Supervision of a department staff of twenty-eight (28) employees.


  • Knowledge of desktop/laptop hardware and software operating systems.
  • Knowledge of the operation and maintenance of related mechanical and electrical equipment.
  • Ability to plan and schedule tasks.
  • Ability to communicate orally and in writing complex written instructions.
  • Ability to generate effective training aids.
  • Ability to communicate effective both orally and in writing with government agencies, consulting engineers, contractors, and the general public.
  • Ability to prepare clear, concise reports.
  • Ability to document programs and procedures.
  • Ability to schedule projects and meet deadlines.
  • Ability to maintain valid Arkansas driver’s license.


  • Bachelor’s Degree in engineering, construction management, business administration or other related field from an accredited college or university.
  • 5-years minimum experience in a construction, equipment maintenance, buildings & grounds, or public water or wastewater system maintenance program.
  • 5-years minimum supervisory experience in engineering, construction, equipment maintenance, buildings & grounds, or public water or wastewater system maintenance program.  


  • 5-year supervisory experience in pumps, motors, process equipment, electrical switchgear, controls and monitoring systems hydraulics, piping and fittings, ductwork, and materials. 
  • Knowledge of all phases of wastewater facilities and equipment maintenance including but not limited to construction, painting/coating, HVAC, mechanical, electrical, piping, plumbing, machine shop equipment, welding, controls, hydraulics, and safety.
