DUTIES:

A successful candidate in the Electronics Engineer position will serve as a Field Engineer for system integration, redesign, troubleshooting, installation, operation and maintenance, and failure analysis for design, test, and integration of new or experimental equipment that extends the technology of the industry.

As an Electronics Engineer, you will:

Works with manufacturers, BPA and other contractor resources for design, test, and integration of new equipment.

Investigates problems and conditions in electrical PSC systems and equipment impacting costs, efficiency, safety, and performance.

Resolves system communication and control problems.

As part of a team, conducts test and energization of new PSC systems and equipment in the District. Determines the compatibility of the new equipment with the existing, and devises an integration plan which protects the continuity of the power system.

Supervises, as necessary, the more difficult and non-routine types of maintenance. Analyzes monitored system parameters including periodic on-site equipment testing and measurement.

Performs preventative maintenance for the purposes of training, or in situations of inadequate staffing.

Reviews project diagrams, design plans and other coordinating documents for achievement of maintenance requirements and compatibility between new and existing equipment and with site conditions.

Operates a government-owned or -leased vehicle to perform system integration, modification, redesign, troubleshooting, installation, operation and maintenance, and failure analysis work for all PSC systems and equipment in the District.

Special Salary rate: The salary is based on a Special Rate Table, Number 0754.

QUALIFICATIONS:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.. -OR-

B. Combination of Education and Experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. SPECIALIZED EXPERIENCE REQUIREMENTS:

GS-11A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-09 in the Federal service. Specialized experience for this position is defined as: Experience in conducting routine engineering studies, analysis, and tests for the maintenance, operation, or installation of established or modified equipment on a telecommunications system.


GS-12A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-09 in the Federal service. Specialized experience for this position is defined as: Experience in planning and conducting engineering studies or analyses relating to system integration, operation, and maintenance of telecommunications systems, including design, test, and integration of new or upgraded equipment to ensure safe and reliable operation.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
